US Government to allow Nvidia to ship its H200 GPUs to China

The United States government, the Trump administration, has approved the export of Nvidia H200 chips to China. This gives China access to much more powerful Nvidia hardware, which is good for China’s AI and tech sectors.

While shipment restrictions are not lifted outright, they will be available to vetted companies with the Commerce Department licensing. Additionally, the US has implemented a new measure that will impose a 25% fee on AI chip exports to China. This fee is much higher than the 15% fee previously imposed by the US.

Compared with the H20 GPUs that were previously approved for Chinese export, Nvidia’s H200 GPUs feature more memory, more memory bandwidth and much greater computational capabilities. While Nvidia’s H200 GPUs aren’t the company’s newest or highest-end AI accelerators, they are significantly more powerful than what Chinese manufacturers can build.

How does this deal benefit the US

The US’s decision to allow H200 chip shipments to China is controversial. Many believe that it is a bad strategic move to give China access to more powerful AI hardware, seeing it as a US advantage. However, others believe that giving them access to powerful US hardware will bind China to US tech and prevent domestic firms from gaining a foothold. Using Nvidia hardware will force Chinese firms to use CUDA, making it difficult for them to use competing hardware.

With the US gaining 25% of revenue from these Chinese chip sales, the US government will directly benefit from Nvidia’s chip sales to China. Furthermore, Nvidia’s Chinese chip sales will boost its profits. Nvidia is currently the US’ most valuable company. As such, a strong Nvidia is seen as a good thing for the country.

Opinions on this deal are mixed. Chinese firms cannot compete with Nvidia’s newer AI chips. This makes China’s AI hardware efforts less profitable and more challenging. Regardless, providing China with more powerful Nvidia hardware will accelerate its AI development efforts. This could be a bad thing for the US.
