Over the past number of years, Intel has only been able to provide minimal improvements to their CPU architectures, typically increasing performance by 10-15% each year.  Now Intel has announced that their next generation of CPUs will offer a 30% performance boost, which is a huge improvement for Intel.  
 
At this time it is unknown how Intel has calculated this value, whether it will be due to an increase in instructions performance per cycle/clock (IPC) or an increase in core frequency. 
 
There is also the potential for this increase to be due to an increase in core count, as Intel are rumoured to be bringing 6 core CPUs to their mainstream sockets with Coffee Lake. Perhaps 50% more cores with lower clocks (to minimise TDP for desktop) can account for this 30% performance boost?

While Intel will never admit this, Ryzen has forced them to become competitive, changing their pricing structure and bringing more cores to their X299 socket and now forcing Intel to offer aggressive levels of performance with their next generation CPUs.
