Screenshots of the graphical options menu for the PC version of Forza Horizon 3 has been released, showcasing a large range of graphical options which include dynamic settings optimisation for a stable framerate, full MSAA options and a large selection of other graphical options for shadows, reflections and texture quality. 

Turn 10 Studios has also recently confirmed that Forza Horizon 3's will have a Demo for PC, but it will release after the game launches on both PC and Xbox One on September 27th. 

Right now Turn 10's community manager, Brian Ekberg, recommends that PC users play Forza Motorsport 6: Apex to get an idea of how well Forza plays/runs on PC.

This graphical options menu will give players plenty of room to adjust their visuals and framerate, with Turn 10 adding a handy FPS monitor directly into the game for easy FPS measuring. This is a very handy addition as UWP applications do not support most overlay tools at this time.

Brian Ekberg also states that Turn 10 Studios has developed Forza Motorsport 6: Apex alongside Forza Horizon 3 on PC, which means that the PC version of Horizon will contain the same features at launch, including wheel support.
