Blizzard plans to deliver level-scaling to all of World of Warcraft's old content

One of the biggest problems in World of Warcraft, at least for new players, is how quickly zones can be outscaled, with players quickly becoming too high levelled for older zones long before the story content of that area is finished.

This leaves large sections of the game almost untouched by players, either by having level requirements that are too low or having no promise of exp for levelling.  Patch 7.35 is designed to change that, bringing Legion's level scaling to the entirety of Azeroth, to all of World of Warcraft's content, allowing players to play the game as they like and get worthy rewards for even older content. 

Level scaling will not work in the same way a legion, where monsters scale to all levels, but now regions will scale with minimum and maximum level caps, typically of around 20 levels. This means that low-level zones will remain low-level and high-level zones will remain difficult, but it will offer players a lot more freedom when levelling new characters. 

The main aim of this update is to deliver a better experience for new players and those who are levelling characters, offering more freedom in how they can approach the game. Level scaling will now allow players to stay in areas they like for longer while also giving them more freedom when choosing the next area to visit during their levelling experience.

This new update is set to arrive on the Player Test Realm (PTR) within the next few weeks, with the official update coming at a later date. Right now this update is expected to arrive before the game's next expansion, Battle for Azeroth.

It will leave even larger areas untouched because you can stay in an area for longer, the quests that get left in Westfall and Redridge because you out level them, I could see Elwyn forest, Westfall, Duskwood, STV and Swamp of Sorrows getting you to level 60 considering how easy they made it to level, get a character fitted in Hierloom gear and you can solo dungeonsQuote
