Windows 10 Store refunds Call of Duty players because nobody is playing online

Call of Duty: Infinite Warfare has a huge problem on PC, especially on the Windows 10 Storefront. Players on Steam and the Windows Store cannot play together, forming two smaller multiplayer communities where there should be one, resulting in the Steam version having all of the online players and the Windows 10 server coming with dead servers.  
 
Now the Windows 10 Store is giving refunds to owners of Call of Duty: Infinite Warfare if players complain about the lack of players online, as this effectively locks away the majority of the game's content. Right now the Windows 10 Store version of Infinite Warfare is cheaper than the Steam version, but the lack of an online playerbase prevents owners from playing anything but the campaign with ease.

It is worth noting that the split online playerbase is not Microsoft's fault, but a decision of Activision itself. The Windows 10 Store has no rules that prevent cross-platform play with Steam users, making Activision's decision here rediculous. 

Right now we cannot recommend that anyone buys Infinite Warfare from the Windows 10 Store, as while the game is cheaper it lacks the ability to play the multiplayer component of the game.

They should have got the cross play with the xbox users working first I guess so at least there would be people to match make with - or is this more reflective on COD IW overall? The steam usage didn't look that great either. Sick of the same old I guess!Quote

I suspect they didn't to avoid the console players moaning about PC player's having an 'advantage'. Forza Horizon 3 cross platform online stuff works fine.Quote

I don't think they were ever going to do that, MS tried to get crossplay going before for FPS games and it failed horribly. If CoD was the same old i'd buy it because the same old would actually be good, them not sticking to what made the franchise good is what is making their games terrible.Quote

Is Horizons 3 worth getting on PC now? I know there were some early issues.Quote
