Resident Evil 3 is another title which sees major performance benefits through the use of Smart Access Memory/Resizable BAR support, delivering large performance gains at 1080p an 1440p. 

At 4K, the performance gains offered by Resizable BAR support are minimised, though small performance gains are still visible. This implies that the game's performance is limited by other factors at 4K, even if Resizable BAR support still benefits the game performance.

Yeah, it is crazy how much extra performance the feature brings to some games. It will be interesting how games utilise this feature in the future, especially when Nvidia adopts a form of it.Quote

Some X470 and B450 boards do, I wouldn't expect the full functionality though as the boards are quite literally missing the hardware needed for full PCI-E 4 support.
