Graphics drivers have evolved to the point where temperature is about the only limiting factor on how fast your card can go. We always abuse the card to get the worst possible scenario, so don’t take this as an average in most games. Similarly as the global energy crisis explodes, especially in the UK, knowing how much your bill will suffer is a useful piece of information.

The RTX 4090 is hardly even warm even under the harshest loadings. Without doubt the biggest surprise of today is that as you turn on DLSS, and then DLSS with Frame Generation, the power requirements fall. Extra performance and a lower energy bill. Impressive.
