It’s fair to say that a triple slot, triple fan cooler is more than capable of keeping the RX Vega64 GPU in check. Although the temperatures are identical the noise level obviously changes as the workload on the card increases. So Silent might be as hot/cool as overclock, but it’s a lot quieter.
